SHANNON GRAHAM

Attorney

Shannon provides thoughtful and strategic advice to clients in civil litigation.  She approaches each matter with the goal of finding practical and cost-effective risk management solutions for each client.   

Prior to joining Kelly Law, PLLC, Shannon worked at Kelly, Talboy & Simmons, PA, and was legal counsel at the Governor’s Office of Energy and Mineral Resources (OEMR) where she gained substantial administrative law experience while working to resolve issues related to energy, natural resources, and public lands.  She also became well versed in the complex demands on large institutions by working with in-house counsel at one of Idaho’s Universities.  Before working for OEMR, Shannon gained valuable experience, while on the staff of Congressman Walt Minnick in Idaho and Jim Matheson in Utah, working with constituents to find solutions to nuanced legislative and regulatory issues.

Shannon earned her J.D. from the University of Idaho College of Law, and her B.S. in political science with an emphasis on American government and public policy from Boise State University.  She is admitted to practice in Idaho, the United States District Court for the District of Idaho, and the United States Court of Appeals for the Ninth Circuit. 

Shannon is a member of the Defense Research Institute and participates on the Young Lawyers, Women in the Law, Governmental Liability, and Insurance Law Committees.  She enjoys hiking Idaho with her husband, son, and dogs.
